Job Overview

The ideal candidate will have wide-ranging environmental experience in mining or a similar related industry.   In addition to their environmental related skills and knowledge, candidates with mine planning, environmental engineering, or land use entitlement project management experience, including community relations, are strongly encouraged to apply. This position does not supervise any employees however future management opportunities may become available. Outstanding project management, collaboration, communication and community relations skills are essential.

Job Description

This advanced-level position is responsible for environmental compliance, auditing and training to ensure on-going compliance of environmental rules and regulations with all levels of government including local, state and federal agencies. Essential job functions and basic duties include:

  • Performs compliance audits on various plant and facility sites to ensure environmental conformity with local, state and federal ordinances and regulations. Completes monthly, quarterly and annual reports for local, state and federal regulatory agencies and maintains appropriate documentation as well as oversees corrective activities. Maintains hazardous material (HazMat) inventory. Periodically inspects plant site hazardous materials inventories versus written inventories given to the County for emergency response purposes. Notifies proper agencies of any changes in inventory or discrepancies.
  • Assists plants in budgeting and tracking environmental fees and permit costs. Follows agencies that may be looking at fee increases that could affect the costs to the plants.
  • Maintains department permit database to track current and past environmental permits, spill prevention, control and countermeasure (SPCC) plans. Reviews plans periodically and updates as needed. Obtains new permits as needed through the proper agencies.
  • Prepares written responses and negotiates fines to various agencies regarding notices of violations or corrective action. Verifies air districts emission calculations for correctness. Verifies billings by using emission calculations or actual measurements from source tests.
  • Develops and delivers “best practice” environmental training for company personnel at plant and operation sites.
  • Reviews environmental impact reports by verifying the assumptions used in the project description are correct. Reviews potential mitigation measures for reasonableness.
  • Leads industry workgroups and may serve as a chairperson on industry committees or associations. Cultivates community and industry contacts and attends industry related seminars and conferences.
  • Promotes a Zero Injury culture through personal adherence to all company safety policies and practices

Additional Job Responsibilities

In addition to the essential job functions and basic duties outlined above, the ideal candidate will have experience and the willingness to contribute in one or more of the areas outlined below:

CEQA and Land Use Entitlement Permitting : Under minimal direction, provide support and coordination of new or modified land use entitlements and permits, SMARA compliance as well as facilitating public and governmental contracts and performing analysis of special projects related to the development of the Material Division’s mining and related properties.  

Mine Planning : create or support mining & reclamation plans and recommendations for open-pit and underground construction aggregate quarries.   Plans include ultimate pit designs, short and long-term mining sequences, reclamation, haul road designs, drainage systems, protective berms, overburden disposal sites, volume calculations and identification of various grades of materials.  

Engineering Project Management : responsibility for the planning and execution of new or improvement projects related to mining, asphalt or concrete production or construction operations.

Qualifications  

EDUCATION:

Minimum Bachelors of Science Degree in Environmental Engineering, Engineering, Biology, Geology, Chemistry, Physics or related science field preferred or an equivalent combination of training and related experience.

KNOWLEDGE SKILLS/ABILITIES:  

Five or more (5+) years of experience in an environmental related setting; an advanced understanding of environmental engineering philosophies, practices and terminologies.   Visual Emission Evaluation Certification and a Water Systems Operator Certification desired.   

  • Must be proficient in computer software skills including Word, Excel, Outlook, PowerPoint, Adobe Acrobat and at least limited proficiency or ability to learn technical software such as AutoCAD.
  • Must possess advanced math skills including the ability to perform error omissions calculations, convert source data, determines flow rates and concentrations of gases.
  • Must possess the ability to interpret environmental regulations into easily understood concepts and practices for plant and operations employees.
  • Must be able to work in matrix structure and possess the ability to work independently as well as maintain effective working relationships within a team and community environment.
  • Must develop and maintain strong working relationships with fellow employees, customers, agencies and the community. The position, on rare occasion, may require public speaking.
  • Must use initiative to research problem situations and resolve in a timely and effective manner with all employees, customers and agencies and possess strong organizational and time management skills.
  • Must possess strong verbal and written communication skills. Must be able to speak and understand English at a proficient and understandable level.
  • Must possess the ability to operate handheld environmental devices such as a pH Meter, EC (Electrical Conductivity), Turbidity Meters, Well Bailers or pumps and Air Monitors.
  • Must possess a valid California Driver License and must maintain an acceptable driving record.
