Shell Canada is currently seeking Project Area Engineer for multiple locations in Alberta.
Responsibilities:
- Shell Canada has a world-class portfolio of Oil Sands opportunities that are being developed as a staged series of mega-projects. In order to meet its growth plans Shell Canada requires a highly professional cadre of project engineers to shape and deliver projects at all stages of the cycle from early scouting studies through to commissioning and start up.
- Presently, there are multiple opportunities at all phases of the project life-cycle for project engineers both long and short on experience. These opportunities will provide personal challenge and reward in this fast moving and challenging working environment. Shell’s Project Academy programme provides the learning and development support to enable progression through to Project Director level subject to experience and performance.
- Project Front end Development:
- Lead the team in coordination of project management related activities during front-end development of new oil-sands mining and upgrading capital projects, and technology development programmes.
- Manage the implementation of the full requirements of the Shell Integrated Project Management System (iPMS), Assurance Gate Reviews (AGR’s) and other project governance deliverables.
- Ultimately responsible for the integrity of project engineering input for conceptual studies and advises during front-end development.
- Lead the decision-making processes to maintain schedules during scouting and feasibility phases.
- Lead the development of Request for Proposal packages and manage the project development engineering team on project management related work done by engineering contractors.
- Work with respect together with the oil-sands business development team and other Shell department to ensure incorporation of their inputs into the scope development, study reports, Project Value Processes (PVP’s) and AGR’s.
- Provide information as required in support of management reporting within Shell’s organization.
Project Sanction and Design:
- Ensure that project is implemented in accordance with Project Execution Strategy and the Basis of Design.
- Actively search out, evaluate and implement ideas to continuously improve project delivery (HSE performance, cost & schedule) over and above standard industry performance.
- Help coordinate interfaces between engineering contractors and existing operations. As well ensure coordination of effort on project team (procurement, engineering, contracts, IM, HSE etc) towards achieving common goals
- Responsible to ensure implementation of the pre-Sanction and Implementation phases’ HSE Plans in conjunction with Shell and Contractor HSE representatives.
- Co-ordinate preparation of deliverables for Sanction Assurance Gate Review including the Basic Design Engineering Package, Project Implementation Plan, OIP, cost estimate and implementation schedule
- Monitor project progress & performance versus plan for the contractor at the execution level, developing a forward looking culture to avoid pitfalls before they are encountered or the need to recycle or rework.
- Provide day to day communication, Shell presence and leadership to the contractor during pre-sanction and the implementation phases
- Take an active role in co-ordinating overall site play layouts and interfaces
- Take part in selected engineering checks and design reviews as necessary for ensuring design HSE, technical and business aspects are addressed
- Actively participate in the project’s Risk Management program and ensure appropriate mitigation plans are identified and are can implemented
Project Construction, Commissioning & Start-up:
- Set up and manage, in conjunction with the Construction Contractors, the field construction programme for designated area of responsibility, paying particular attention to materials supply & handing and indirects
- Act as focal point for any follow on engineering issues and technical queries
- Ensure progress reporting is accurate
- Identify and manage interventions to improve HSE, progress and quality as necessary
- Oversee with the QA department, the development and agreement systems handover procedures, test packs format, punch list procedures and pre-commissioning test records required at mechanical completion.
- Steward and drive the pre-commissioning schedule (system based), and the link / association between construction CWP’ Construction Work Practices and system schedules.
- Manage vendors on site
- Assist, where required, with the commissioning activities.
Key Challenges:
- Communication and co-ordination challenges across a wide spectrum of parties with a wide spectrum of interests
- Manage the identification of the business opportunity, development, and execution the project - to deliver outstanding safety performance, be on time, within budget, and have no significant change, quality, or rework problems later
Requirements:
- Must have legal authorization to work in Canada on a full-time basis for anyone other than current employer
- A Bachelor's degree preferably in Civil, Chemical or Mechanical Engineering
- A minimum equivalent of 5 - 10 years experience in the international Mining or Oil and Gas industry of which at least 5 years experience in engineering design, maintenance, and in large scale projects.
- Additional professional training in:
- Engineering and Project Management of large type Projects
- Engineering Design, preferably in Hydrocarbon or Mineral Processing;
- Maintenance/Construction Engineering;
- Safety Leadership in Workplace;
- Quality Management;
- Computer Skills (Word Processing, Spreadsheets, Planning and databases).
- Required language: English
- Behavioral Competencies:
- Strong communication skill
- Self-starte
- Ability to steward engineering contractor performance
- Ability to perform effectively in a time-constrained environment.

Working Conditions:
- Project engineers working in the development phase are located in Shell’s offices in Calgary.
- Those working in the design phase are located at the Contractors’ offices typically in Calgary.
- During the construction phase the project engineers are primarily located at site, which is typically in the Edmonton or Fort McMurray areas
