Pre-Construction Project Manager - Heavy Civil
Overview:
- Responsible for contributing to an environment in which the Senior Management Team of the District/Division is a fully functioning, cohesive, effective team.
Responsibilities:
- May supervise staff, including: establishing and communicating performance expectations, providing positive and constructive feedback, determining training and development needs and conducting on-the-job training. May conduct Individual Development Reviews. May make hiring, discipline and/or termination decisions.
- Serves as a member of the Profit Centers Senior Management Team with shared responsibility for: profitability goals, work obtained goals, risk management and personnel development. Provide leadership and supervision to team, communicate profitability and work obtained goals. Establish and communicate performance expectations and provide positive and constructive feedback. Hire and assign staff in coordination with tactical plan.
- Manages the Preconstruction functions of the profit center, participate in Go/No Go for project selection. Responsible for personnel assignments and responsibilities.
- Responsible for preconstruction succession plan. Responsible for university recruitment program as it pertains to preconstruction. Responsible for training and development of preconstruction personnel.
- Responsible for milestone estimate review, GMP submission, bid review of projects and participates in proposal review. Responsible for organization and scheduling of team review meetings, develop and communicate risk analysis and margin protection plan and understand cost.
- Responsible for the development of an adequate pre-qualified list of subcontractors for all projects, and for risk analysis of subcontractors.
- Develop and maintain consistent preconstruction procedures, reports and documentation, develop and implement cost models, develop tools for design management, assists in life cycle costs studies, instigates research of new materials and methods. Maintains and updates historical database on a timely basis. Responsible for effective estimate communication and presentation strategies.
- Supervise the orderly, timely transition of projects from estimating to the field, preparation and adherence to preconstruction schedule, preparation and timely input of cost control budget, develop and maintain purchasing plan, responsible for budget review and profitability goals. Responsible for preparation and review of subcontract and purchase order agreements. Responsible for team understanding of contract terms and conditions.
- Create and maintain an active review and exchange of information process with operations for all current projects.
- Establish and maintain professional and working relationships with owners, architects, engineers and subcontractors.
Qualifications:
- Four year engineering degree or equivalent combination of technical training and/or related experience. Advanced management or technical training preferred. Ten or more years of experience in similar facility construction estimating and related functions plus thorough knowledge of corporate objectives impacting estimating, estimating strategies and techniques, and construction contracts required. As well as extensive experience in estimating techniques, selective engineering disciplines, cost control systems, building systems, scheduling, productivity analysis, construction operations and billing/cash flow methods. Excellent management, leadership, business and technical skills.
- Must have experience as a with PreCon and Estimating on projects with Values over $60 Million, with at least one over $100 Million.
- Should have experience working for a Large General Contractor.
