Project Manager II, Construction (Chief Engineer)

Job Description

• The responsibilities of the Chief Engineer will differ over two distinct phases of the project, as follows.

Pre-Revenue Service period -support the design and construction process and mobilization for operations:

• Participate in the design development and review process including commenting on engineering drawings and specifications from the perspective of operability and maintainability
• Evaluate alternative designs to optimize life-cycle costs and improve long-term performance
• Advise systems designers and architects on design criteria, the selection of materials, and interfaces between system elements.
• Participate in the recruitment, hiring and training of the maintenance workforce
• Participate in the development of plans and procedures for systems and infrastructure maintenance
• Support the testing and commissioning of systems and infrastructure including development of the test plans and System Performance Demonstration plan.
• Lead the review of Maintenance Manuals, spares holdings and spares management plans.

Revenue Service period - lead the Infrastructure and Systems Maintenance Department.

• Maintain the electric traction, signaling, communications, and train control systems
• Maintain the stations, yards, CRMF, and other facilities located in the DTO service territory
• Maintain the track, bridges, culverts, and other ROW components
• Oversee facility cleaning and snow removal
• Oversee subcontracts for facility cleaning, snow removal, shop-equipment inspections, and maintenance and bridge inspection
• Coordinate third party activities occurring on or adjacent to the Commuter Rail Network

Basic Job Requirements

• At least 10 years’ experience in the construction, operation and/or maintenance of one of the following types of systems:
• Rail Traction Power Systems
• Train Control and Signal Systems for passenger rail
• Communications Systems for passenger rail
• Track Maintenance
• Passenger Rail Facilities
• Bachelor’s in engineering or another field related to the above systems
• Must thoroughly understand FRA regulations pertaining to the above systems preferred including but not limited to FRA part 213,214,236,237 etc.

Other Job Requirements

• Proven ability to operate within budget requirements
• Established working relationship with FRA is preferred.

Preferred Qualifications

• Experience in management preferred.
• Master’s degree preferred.
