Job Description
  • [Company], a $20B engineering, construction, and operations and maintenance company, is seeking qualified individuals to lead a PMO for execution of a FEMA contract. The position will be contingent upon award of a contract expected to begin in the summer of 2012 and extending over several years. Relocation to the Operations Center is required.
  • Within the [Company]Government Group, the Deputy Program Manager is responsible for the execution of program requirements within the context of the contract using expertise, leadership, strong customer service skills, and innovation. Strategically, this individual facilitates partnering, planning, and coordination with FEMA; manages client relations and ensures satisfaction; and directs the team in contract performance to ensure requirements and objectives are met while overseeing adherence to safety, cost, and quality. 
Responsibilities could include, but are not limited to, any or all of the following:
  • Key Personnel Staffing for Program level and Task Order Execution. 
  • Overall project management and execution of the FEMA contract consistent with Fluor project procedures.
  • Along with the Government Contracts Manager (GCM), first point of contact with FEMA for approval of contract and task orders. Assigns/directs staff and equipment suppliers to quickly mobilize and execute Task Orders.
  • Resolves schedule, cost, quality, performance, and safety issues with FEMA.
  • Procedures must comply with Federal Acquisition Regulations (FAR), DHS FAR Supplement, and applicable FEMA Procedural Requirements.
Basic Job Requirements
  • Education: Bachelor’s degree or higher in business, construction management, or engineering preferred. 
  • Experience: Minimum of ten years of program management and leadership experience on U.S. Government FAR-based contracts and five years of management experience required. 
  • Experience with FEMA contracts and ISO 9001 Registration is a plus.
Preferred Qualifications
  • Experience with FEMA contracts.
