Health and Safety - Safety Performance Improvement Manager

Talascend is currently recruiting for a People Based Safety & Human Performance Improvement Manager located in Frederick, Maryland

This is a direct hire position with one of the world's leading EPC companies.

Works with senior ES&H and business unit management to identify, develop, implement, and lead/manage the execution of a state of the science People Based Safety (PBS) program across the company. This includes the use of advanced theories and strategies and processes for People Based Safety (PBS), Human Performance Indicators (HPI) and People Based Leadership (PBL) models. Duties require superior communication skills, judgment, initiative, flexibility and influence management across a large and diverse company both culturally and geographically.

The position provides leadership and professional guidance in establishing an aggressive and effective “PBS Program” and mapping out a strategy for a broad-based improvement effort critical to the success of ES&H at all levels using the PBS program as a major catalyst to actively progress company's goal of Zero Accidents.

Activities include the oversight and the development of a comprehensive strategy and associated tools and training vehicles for the PBS program. This includes the inclusion of company's policies, ES&H Core Processes and procedures.

The position is charged with:

  • Identifying and recommending improvements in the ES&H program, processes, and procedures to help assure reinvigoration of the PBS effort
  • Actively incorporating HPI into the PBS program at all levels
  • Serving as the principle resource across company and at all levels (project, GBU and Corporate) in the areas of PBS, PBL and HPI
  • Development of training and other awareness tools to help management and supervision understand the principles and benefits of an robust and broad-based PBS effort
  • Development and application of analytic tools to better understand where improvements can be and need to be made
  • Development and completion of reports on the progress and quality of the PBS program
  • Identification and application of appropriate analytical tools (e.g., Six Sigma) and processes to enhance PBS quality and improvement in the process and/or procedures
  • Lead PBS improvement efforts in coordination with global business unit (GBU) ES&H Managers, Corporate ES&H senior staff, other functional management and senior company management.

Essential Job Duties:

  • Identify and establish the ES&H corporate-wide missions, goals and strategic objectives for PBS
  • Aggressively seeks out and identifies opportunities for applying and integrating enhanced tools and practices for application to company PBS efforts
  • Identifies, develops and implements a wide variety of corporate learning and development of tools directly applicable to PBS.
  • Guides, coaches, and motivates team performance and those directly associated with the efforts of developing and implementing PBS activities
  • Empowers and leads personnel to work to their maximum capability with the willingness to accept responsibility and accountability for improvement of PBS
  • Acts as an advisor for project, business unit and Corporate PBS efforts which may include:
  • Coordinating PBS lessons learned, data base and benchmarking efforts
  • Representing ES&H at senior-level functional meetings
  • Manages and directs the formulation of plans and recommends implementation strategy to departmental and project management for effective integration of PBS, PBL and HPI into ES&H policies, procedures, plans and programs
  • Participates in senior-level functional meetings and/or activities as required.
  • Participates in technical and/or professional organizations (e.g., industry association representation, conference presentation or journal publication) as required
  • Prepares and/or directs the preparation of PBS instructions/methods
  • Provides input to Manager of Corporate ES&H, Manager of ES&H Support Services, and GBU ES&H Management to ensure PBS, PBL and HPI expectations/requirements are incorporated into ES&H and other functional processes
  • Coordinates with Manager of Corporate ES&H, Manager of ES&H Support Services, and business unit ES&H Management representatives to develop effective functional dashboards and reports on the status and performance of PBS, PBL and HPI efforts
  • Keeps current on technological developments, processes, standards and trends in PBS by active leadership and service on external boards and associations.

Basic Job Requirements:

  • Master/PhD from an accredited university in business, communications, marketing, computer sciences, or other sciences (biology, chemistry, physics), engineering, or environmental, safety or health related field of study
  • Exceptional communication skills – oral and written
  • Understanding of and ability to utilize analytical tools and processes as they relate to PBS
  • Demonstrated technical writing and proof-reading skills as shown by publication of papers in journals and presentations at conferences
  • Demonstrated analytical, organizational and strategic planning skills
  • Intermediate to advanced skills in Microsoft office suite programs (Word, Excel, PowerPoint)
  • Advanced knowledge of process improvement applications that may include tools and techniques associated with learning and development, Six Sigma, ES&H Assessments, as well as PBS
  • Advanced knowledge of process improvement and PBL techniques and their application to operations within ES&H
  • Broad knowledge of industry and regulatory standards and criteria pertinent to the application of PBS
  • Extensive experience in the direct application of PBS to field locations especially on very large construction projects
  • Proven ability to lead large diverse teams in development and implementation of successful PBS programs
  • Understands and can apply company corporate-wide ES&H processes and procedures.
  • Preferred Job Requirements:
  • Service on external PBS associations in a leadership role
  • Extensive managerial, communication, and leadership skills
  • Experience in administrative practices including budget preparation, management and staffing
  • Extensive knowledge of and proven capabilities in the area of PBS and a broad knowledge of principles and practices of related areas (i.e., PBL and HPI)
  • Professional license in an environmental, safety and/or health discipline from a recognized licensing board
  • Specialized courses in relevant general ES&H, behavioral-based safety applications and an appropriate process improvement discipline
  • Comprehensive progressive work experience in PBS, HPI and PBL which includes extensive experience in safety and health
  • Demonstrated skills in meeting facilitation and instruction, at all levels of an organization, with an emphasis on senior level management.
