COMMISSIONING MANAGER (Nickel Plant)
General Accountability
- Reporting to the V.P. Operations, the Commissioning and Ramp-up Manager is overall responsible for the Commissioning phase of the project across all facilities.
- He develops and implements the Commissioning plan through application of professional project completion management practices and skills.
- The Commissioning Manager will work in close cooperation with the Construction Teams, the Construction Contractors, the Pre-Operational Testing Teams, the Commissioning Teams and THE CLIENT Operations, to successfully receive the facilities from Pre-Operational Testing, commission and ramp-up the facilities, and handover the facilities to Operations, in compliance with the project business case.
- The Commissioning Manager must have significant technical knowledge and background on commissioning of major industrial facilities, preferably including pyrometallurgical plants and/or coal-fired power stations.
- The position requires substantial management, influence and communications skills since appropriate management and control systems for commissioning phase success must be established with both direct and indirect reports.
- The incumbent must have knowledge, skills and ability to manage and direct a diverse group of technical, construction and operating personnel.
- The position requires substantial knowledge of professional project completion management practices.
Specific Accountabilities
- Accountable for the development and implementation of detailed commissioning plans for all facilities including schedule and budget .
- Accountable for the application of THE CLIENT safety management systems during commissioning, adapting them to the specific needs and any unique risks present during commissioning.
- The Commissioning Manager has overall accountability for health, safety and environmental performance for all facilities under his/her control during Commissioning.
- Accountable to ensure that the project team completes its scope, and to ensure that project commitments are tracked and honoured.
- Overall accountable for the development and delivery of a project Commissioning Manual – including:
Safety procedures
- Administrative procedures – document transfer, filing, authorization, etc.
- Management procedures – reporting, communications, responsibilities, KPI’s
- Responsibility matrix
- Handover procedures (including TOP, acceptance tests, forms, process)
- System commissioning procedures (detailed description of actions)
- Relevant documents and information (engineering, vendor/equipment manuals, vendor documents)
Schedule – including dependencies
- Resources (staff) list
- Raw materials, intermediates and spares list
- Identified risks (system specific) and mitigations
- Accountable for the development and implementation of detailed Technical Commissioning plans for all facilities.
- Accountable for the design of the commissioning team organizations and to oversee the recruitment, mobilization, training, supervision, and de-mobilization of commissioning team personnel.
Accountable for the development of transition plans, from the pre-operational testing team to the commissioning/ramp-up/operations team, including:
- Staged completion/turnover and acceptance certificates, by facility, system or sub-system as appropriate
- Punch lists and deficiency management
- Inspection and Testing Check Lists
- Test Reports
- Turnover package contents and standards
- Accountable to ensure that proper transmission of all Project and Commissioning documents to THE CLIENT Operations is implemented.
- Accountable for the coordination of vendor representatives required during commissioning.
- Accountable for the development and implementation of plans for commissioning of control systems, automation and instrumentation, including control system acceptance.
- Accountable for the development and communication of the requirements and timing for materials, resources, and external services for commissioning, and ensures these requirements are secured. Works with the HR, external affairs and community managers on the project team to ensure that the procurement and deployment of materials, goods and services comply with project commitments to local stakeholders.
- Manages commissioning budget and schedule.
- Reports physical progress and performance of all commissioning phase activities and deliverables, vs. budget and plan.
Dimensions
- A seasoned professional with significant experience in commissioning of major industrial projects;
Experience in at least some of:
- Pyrometallurgical plant commissioning, coal-fired power station commissioning, mega-project commissioning, Greenfield project commissioning;
- Strong leadership and communication skills;
- Working knowledge of French is an asset.
