Principal Estimator

Primary Objective

Develop estimating systems, processes and databases for consistent application throughout the Clients group. Prepare CAPEX cost estimates and OPEX cost estimates for national and international projects.

Specific Accountabilities

• Develop procedures for the preparation of cost estimates for green-field and brownfield developments
• Prepare and/or supervise the preparation of estimates in accordance with the approved procedures for all phases of the works. These estimates will need to cover all or some of the following project phases: concept selection, FEED, engineering, project management, procurement, fabrication, transport, installation, construction, hook-up & commissioning, OPEX and abandonment.
• Produce class 1, 2 & 3 estimate accuracy
• Benchmark estimates by carrying out validation and verification using high level norms and by comparing with previous estimates, outcome costs and vendor prices 
• Collecting equipment and MTO information from all disciplines involved in the project for costing and compilation into the cost estimate
• Prepare rationale statements (estimate basis/confidence package) to support the estimate, identifying areas of weakness and or areas of risk
• Perform Monte Carlo type risk analysis of costs estimates to determine contingency and accuracy levels
• Quality Assurance - Responsible for working within the provisions and guidelines of the Quality Assurance system relevant to the BU, etc.
• Safety - Responsible for personal safety, safe working practices for the BU, etc.
• Understand and follow OH&S procedures and environmentally friendly.

Essential Skills/Experience

• Team player
• Excellent presentation skills
• Experience with multiple functions (e.g. oil & gas, refining, mining, etc.)
• Good working knowledge of Microsoft Excel, Microsoft Access and Visual Basic
• Self motivator
• Ability to train and develop nationals
• Matching Indicators
• Engineering degree and at least 15 years experience in the execution of major projects
• Needs to have held estimating/project controls management positions, and be very familiar with the establishment and application of project planning, scheduling, estimating and other control tools
• Diploma with extensive experience excepted
