Responsibilities

  • As a Director of Asset Management, this individual is responsible for managing the interface between the Design/Build and the Operations and Maintenance/Lifecycle/Rehabilitation components of a P3 project from initial bidding phase into Operations after construction.

Scope:

  • This is a Director-level position will work closely with the internal bid director and the project bid director and will manage the interface between various components of P3 projects.  This is a corporate-level position who will be a key member of the [Company] Development Group.

Key Responsibilities:

  • Review all project documents, providing comments and input including detailed budget development, review and monitoring for Operations & Maintenance, and Lifecycle/Rehabilitation components of the asset and coordinate the submission of these budgets to the Financial Advisor/Model Runner
  • Where necessary, engage third party consultants and advisors so that the developer can prepare internal check budgets in order to cross check the O&M, Lifecycle/Rehabilitation
  • Budgets for the staffing and operations of the project Special Purpose Company during the course of construction and into full operation will also be reviewed by the Director
  • Assist other departments and groups  on matters related to Asset Life Cycle and Rehabilitation Planning for Design/Build projects and P3 projects
  • Report regularly to the President of KDC both in written and verbal form
  • Interface with the DBJV, engineering consultants, Kiewit Infrastructure Engineers, Technical Advisors, Lenders, Rating Agencies, and other internal and external resources as directed and advised
  • Review and comment on RFP documents (concession agreements, technical specifications/design development, operating criteria, non-compliance and penalty regimes, hand back provisions and other related project information)
  • Prepare reports, budgets, reviews of budgets {including construction and lifecycle) and commentary on technical reports related to construction, operations & maintenance and rehabilitation for assets
  • Maintain involvement in the management of assets after construction completion
  • Participate in or comment on the formulation of budgets for the Special Purpose Companies as may be required for the assets
  • Participate in and make recommendations regarding teaming composition
  • Providing oversight and management regarding SPC budgets during construction and into full operations phase
  • Under the direction of the President, Kiewit Development Company, will work at a strategic level on specific projects with the Kto plan and refine design elements effected by asset life cycle and rehabilitation

Experience / Education Sought:

  • Practical background in civil and infrastructure construction, along with 10 years of field experience
  • Experience in a similar role on a minimum of three Public Private Partnership transport transactions from initial RFQ preparation, through responses to Request for Proposals, into the financial close and the completion into full asses operation.
  • Ideally experience in working in North American or European transactions
  • Degree in Engineering is required.  An MBA would be seen as an asset to this position, but is not essential
  • This position will require extensive travel across North America
