Director I, Estimating

Job Description           

  • Supervise and manage estimating processes for large design-build and PPP infrastructure projects.
  • Supervise team of estimators and schedulers to develop competitive direct and indirect cost estimates, provide input to financial models, etc.
  • Interface with Proposal Manager as needed to provide input to proposal development.
  • Lead Technical Work Group efforts to develop innovative and cost-efficient solutions to project design; supervise constructability reviews and development of comparative ROM estimates for alternative engineering solutions.
  • Supervise quantity take-offs and reconciliations with partners.
  • Develop project WBS, bid items, Joint Venture estimate instructions, etc. and coordinate with partners’ lead estimators to ensure estimates are developed in a comparable fashion.
  • Maintain database of estimate rates: Labor, equipment, materials, subs, etc.; ensure that estimate instructions are clear so partners are using same basis of estimate.
  • Lead effort to develop most cost-effective construction means & methods, traffic control or logistics plans, and project schedule.
  • Assist in risk analysis, BRMF development, and contingency analysis.
  • Lead estimate reviews with Fluor management and partners; ensure that all estimate data required is provided to Proposal Manager for inclusion in Management Review packages.
  • Supervise estimate close-out: subcontractor and material comparisons, final cut/add sheet, completion of all pricing forms, revenue curves, etc. as required for proposal.
  • Work with estimating team to improve estimating practices, HCSS set-up, etc. and develop new estimating leaders
  • Assist VP of Estimating in scheduling resources, developing potential partners, design team members, etc.

Basic Job Requirements

  • 15+ years estimating experience with a major heavy civil, highway, or bridge contractor; experience with tunneling projects, ports, rail, and transit systems helpful; time in Project Management also preferred
  • Lead estimator on large Joint Venture estimates
  • Civil Engineering Degree (or equivalent) preferred
  • Knowledge of highway and bridge design concepts, experience interfacing with designers in the value-engineering process
  • Experience with HCSS HeavyBid or similar computerized estimating systems geared toward highway and heavy construction estimating
  • Knowledgeable in use of take-off systems such as AgTEK and Terramodel
  • Knowledge of Critical Path Method scheduling procedures and experience utilizing these systems to manage large, complex projects

Preferred Qualifications

  • Background in technical bridges, like segmental and/or cable-stay technology.
  • Ability to lead estimates on $1 billion+ bridge efforts
