HSE Specialist III
Summary
- Manages, identifies, evaluates and monitors all HSE program needs and requirements. Formulates plans to address and resolve HSE issues and ensures contract compliance. Promotes and operates in a heightened safety/zero accident environment. Ensures all safety programs comply with OSHA, Fluor and IBM rules and regulations.
Essential Duties and Responsibilities include the following.
- Other duties as assigned.
- Manages, documents, reviews, updates, monitors and administers all HSE activities and ensures contract compliance in areas such as: Confined Space Entry, Electrical Safety, Contractor Safety Program, Ergonomics, Laser, Ionizing Radiation, First Aid/CPR/BBP, Indoor Air Quality, Hearing Conservation/Noise Level Monitoring, [Company] Chemical Approval/Handling and Storage, Asbestos Awareness, Personal Protective Equipment, Respirator Protection, Standards Awareness, Hazmat Response Team and Safety Training Module. Directs, designs and develops training and education for Fluor safety programs.
- Coordinates and conducts training with outside organizations as required.
- Supervises incident investigation and analysis. Reviews and ensures transmittal of appropriate documentation to internal/external organizations.
- Responds to program related inquiries. Reviews, analyzes and provides direction on new or changed regulatory requirements.
- Keeps Site Manager and Site HSE Lead informed on HSE program issues and ensures effective and timely communications between Fluor, Security, IBM RESO and site tenants.
- Responds to hazardous material/chemical release in a 24/7 environment.
- Participates in hazardous material spill investigations and reporting.
- Reviews and issues hot work, confined space, roof, crane and laser permits.
- Ensures accurate and proper filing of documentation before and after permit issuance.
- Supports and backs up various Coordinator, Operations and Construction teams with processes such as: electrical safety, hot work permits, fire system impairments, fire alarms, roof permits, crane permits, contractor safety program compliance, safety training programs, line break and excavation permits, contractor guide book updates, administrative tasks and cross training of new employees.
- Supports Engineering, Construction, Maintenance Operations and Data Center Operations teams with HSE issues and concerns.
- Conducts and documents monthly audits and reviews of [Company] on-site operations and construction projects.
- Ensures IBM Deliverables and other reports are prepared and sent on a timely basis and ensures thoroughness and accuracy.
Minimum Job Requirements
- Prefer bachelor’s degree in public health, safety, industrial hygiene or related field and five years’ experience administering industrial hygiene/safety programs; or equivalent combination of education and experience.
- Qualified to administer PPE program.
- Excellent skills with personal computers, IT systems and software, including spreadsheets, word processors, presentation software, web browsers and email programs. Experience with data base queries and data analysis is preferred.
- Knowledge of fundamentals of hazard recognition, evaluation, environmental area controls and basic aspects of industrial hygiene.
- Knowledge, experience and comprehension of basic industrial processes and the ability to make quantitative observations and measurements.
- Knowledge of workplace HSE laws and regulations.
- Knowledge and familiarity of safety codes and standards (i.e., OSHA, NEC, NFPA).
- Ability to ensure implementation of engineering controls, abatement strategies and the interpretation of data.
- Ability to function alone or with a team to perform inspections of a variety of industrial, construction and laboratory processes.
- Ability to assist legal counsel on industrial hygiene problems or issues in a court of law.
- Field experience in the proper calibration, maintenance and use of appropriate measuring instrumentation/equipment.
- Familiarity with all applicable local, state and federal laws, codes and standards.
Preferred Qualifications
Training
- Certified in Comprehensive Practice, or one of the aspects of Industrial Hygiene, or Safety.
- Specialized training in HAZMAT/HAZWOPER programs.
- Certified in First Aid/CPR/BBP and fully competent in application and use of all standard personal protective equipment.
- Valid NC State Driver’s License.
