HSE Manager, Site Management
Overall Purpose of Job:
- The position is responsible for total HSE program management and oversight of alliance-wide work activities with a fossil fuel utility. The work includes power plant maintenance and modifications, with an initial three year contract that is positioned to become a long term evergreen project.
Specific Requirements:
- Establish alliance specific HSE Program for multiple site locations across the alliance that promotes accident prevention, safety awareness, safety pre-planning, enforcement, injury management, consistency, and standard implementation.
- Responsible for all HSE related matters involving the Alliance HSE program, including resource management and utilization, regulatory interfaces, as well as comprehensive program maintenance and enhancements.
- Plans, implements and coordinates programs to reduce and eliminate injuries, illnesses, deaths, environmental damage, and financial losses.
- Conducts ongoing analysis to identify trends and identify potential hazards which may impact alliance HSE performance.
- Establish close working relationships with client safety peers and establish alliance-specific HSE procedures and programs that incorporate both client and Fluor standards.
- Oversees and/or conducts incident investigations to include Tap Root analysis as needed.
- Develops recommendations and advises all levels of management regarding safe work practices that can help optimize productivity without compromising safety standards.
- Creates and establishes alliance HSE programs for self-perform and subcontractor work to ensure a high level of safety planning, awareness and enforcement.
- Maintains liaison with client representatives, insurance carriers, and regulatory agencies.
- Establishes alliance based Substance Abuse program to include pre-assignment, random and post accident chemical screening.
- Works with area union representatives to communicate HSE programs and expectations.
- Establishes relationships with area physicians, clinics and hospitals to communicate [Company] HSE philosophy and injury management essentials.
- Provides direction, guidance and follow-up for proper injury management across all locations
- Ensures full compliance with required Fluor, client and regulatory reporting.
- Establishes program for self-directed field audits and analysis
- Develops employee and supervisory HSE Orientation Programs that provide the necessary Fluor, regulatory and client information/standards.
- Effectively manages workers’ compensation carrier interface, monitors claims, and manages resolution of all open claims.
- Initiates, maintains and promotes alliance HSE awareness programs, that address potential hazards and encourage employee involvement
- Provides guidance to management through interpretation of HSE Practices and Procedures, as well as applicable regulations.
- Establishes specifications for PPE, fall and fire protection equipment, first aid supplies, and other HSE related supplies/equipment.
- Establishes HSE recognition programs that promote proactive HSE behaviors and communicates positive results.
- Develops guidelines, standards and training for pre-job safety analysis (i.e. STAs, JSAs, etc.) and continuously monitors performance in this area.
- Establishes project HSE staffing requirements for temporary outage support or to address critical work scenarios that may require specific safety expertise.
- May be required to incorporate HPI guidelines and requirements into Alliance HSE Program.
- Performs other related duties as assigned.
Working Conditions:
- On-site project workspace of various conditions which may include temporary office facilities and exposure to moving, mechanical parts and vibration; high, precarious places; fumes or airborne particles; and various levels of outside weather and/or
- Generally favorable indoor office workspace
Basic Job Requirements
- Four (4) year university degree plus 8-10 years of HSE experience, or over 12 years of HSE project related experience is preferred.
- Experience in multi-plant working environment preferred.
- Prior power plant experience preferred
- Experience in a union environment preferred

Preferred Qualifications
- Accredited Bachelor’s Degree or equivalent preferred.
