Construction Engineer
Responsibilities:
• Providing technical engineering supports to the offshore operations involving installation of offshore facilities such as jackets, topsides, and modules and pipelines which includes managing and monitoring of offshore construction HSE implementation and performance. He is fully accountable on projects document review, site verification and follows up.
• The executing part of the offshore installation contract by ensuring the readiness of the offshore installation Contractor (OIC) in the preparatory work leading to safe and proper engineered work execution by major installation barges (Cat-I Barge).
• Interface meetings with OIC, Projects and subcontractors on the effective implementation of Cat-I Contract work scope. He is to participate at COMPANY internal technical meetings. Sometimes he is to Stand-in for CAT I Senior Operation engineer as and when required in his absence. He is to manage project technical documentation — receipt, distribution, review, approval, storage and retrieval.
• Checking & reviewing Contractor engineering procedures for Installation, Rigging, Launching, Upending, Transportation and other related procedures based on COMPANY HSE requirement, technical specification and statutory requirement.
• Ensuring that all offshore installation and construction operations comply with Company’s HSSE policies and technical specification (monitoring all aspect of offshore construction HSSE implementation and performance), Quality Assurance standards and Project Planning. He Liaises with the onshore resources i.e. other Operation/construction engineers and project support team to make sure onshore support is available 24 hours in case of emergencies and 24 hours nature of operations and offshore activities. He is to facilitate an efficient and uninterrupted offshore operations meeting Company’s standards, project schedule, quality standards at the optimum cost.
• Assisting Senior Operation engineer in the day to day offshore operations with CSRs, Offshore Installation Contractors, Projects team, Fabricators, Marine Warranty Surveyor and including organising internal SSB support, especially from HSE, Marine, Geometrics, Aviation, Medical and relevant medical matters (e.g. OH), also assist in managing the technical and relevant project issues and queries arise.
• Assisting the implementation of Company HSSE & OH Plans, HSSE Inductions and HAZID reviews pre-and post mobilisation of Cat-1 Barge (punch list follow up & close out), participate in work site visit (SLV), including the preparation of associated documentation and reporting. Monitoring, reviewing and closing out of Incident Notifications and Reports. He is to participate in regular HSE meeting, reviews and discussions. Participate in the respective project HSSE forum
• Assisting the review of Pipe lay Installation & Pre-Commissioning procedures. He shall liaise & coordinates with Project Team & OIC regarding all Project deliverables.
• Attending load out meetings at fabrication yards, attending (Implementation of Projects on Paper) IPOPs sessions, Hazard Identification (HAZID), Construction Readiness Review.
• Liaising with various COMPANY in-house team in providing Project data, drawings and technical specifications for the projects concerned to OIC promptly.
• Providing technical supports to Company Site Representative in field I offshore works especially on all technical aspects of structure installations during offshore work execution for major installation works while required offshore.
• Following-up and review that CONTRACTOR submitted as-built documentation and verifies the Red-line Marked Up drawings.
• Attending weekly progress meetings.
Qualification/Trade:
• Be qualified to at least a recognised Bachelor Degree in Engineering.
• Have at least 15 years relevant engineering and construction experience in the Oil & Gas Industry; of which 5 years of this experience must be involved in offshore construction, construction engineering and marine operation experience in the heavy lift and pipeline installation; 3 years in the design of offshore structure/pipeline; and in the fabrication of offshore structures.
• Fully conversant with International Standards & Codes including but not limited to API and DnV codes
• Sound knowledge with engineering analysis base on industrial standard software applications.
• Be conversant in the offshore installation work for Offshore Marine structures. Capable of reviewing construction procedures including reviewing engineering analysis and calculations submitted by OIC.
• Be able to solve problems and perform work under pressure and with a high degree of efficiency.
• Effective communication, interpersonal and leadership I influencing skills.
• Should be computer literate and skilled user of MS Office suite of programs and other relevant software.
