Position Description
Lead and direct the Environmental, Health and Safety efforts at the local site. Optimize the performance in EH&S initiatives that help HEM achieve the status of a world class organization. Identify, manage, direct, and audit the systems required to limit risk factors leading to environmental mishaps, compliance violations, job-related injury or illness, property damage, and bad public relations. Support the creation of a proactive EH&S strategy that will drive HEM toward becoming an environmentally sustainable enterprise. Participate as a functional expert and resource for the plant site and other HEM locations as requested, aid in the development and implementation of plant EH&S policies, procedures and programs such as HEPI, Huber STAR, etc.
Ensures compliance with all Huber safety, health and environmental policies and governmental regulations through Plant Operations and Maintenance functions, with support from Human Resources as well as ensures compliance activities are conducted (all inspections, measurements, monitoring, recording, recordkeeping, reporting, and training) in accordance with applicable permits and regulations.
Maintains and monitors the compliance assurance system including permit status and requirements, methods, compliance calendars, and audits.
Acts as back up for the EH&S Business Unit manager. Accountable as an official environmental and safety spokesperson for the local Plant in the absence of the Plant Manager.
Leads and directs the environmental, health, and safety programs for the local Site. Works closely with the EH&S Business Unit manager to develop, sell, and implement strategic plans for EH&S compliance and performance improvement for the site.
Manages the environmental, health and safety compliance programs for the location. Responsible for developing regulatory compliance plans; analyzes performance metrics and implements tactical plans for compliance and performance improvement; and provides consultation for compliance for other groups or sectors, as directed by the EH&S Business Unit Manager.
Provides direct assistance and training to site supervisors, employees and coordinators in all matters pertaining to environmental, health, and safety performance and regulatory compliance. Develops implements and conducts training programs at the local site to ensure employee understanding, acceptance, and compliance with HEM EH&S policies and procedures.
Conducts and manages EH&S audits and benchmarking exercises for the local site. Provides technical counsel and practical advice to site management for correcting, improving, and designing best practices for environmental, health, and safety compliance or process improvement. Participates and supports EH&S audit functions in other HEM locations and at other Huber sectors as required.
Develops written annual environmental and safety plans to improve the safety culture, reduce injuries, minimize environmental compliance violations, and maximize environmental stewardship and sustainability.
Coordinates monthly, quarterly, and annual recordkeeping for local site for all required company reports for all EH&S metrics including environmental (HEPI), health (HHI), and safety (DTZ) performance metrics. Ensures that site reports are received by sector EHS management within the allotted time. Assists in developing additional proactive metrics.
Leads and/or coordinates environmental and safety incident investigations at local sites using proven investigation techniques. Conducts follow up audits to ensure that corrective actions are taken following an environmental or safety incident. Prepare appropriate reports on significant incidents, with corrective actions; follow up to ensure continuous improvement
Ensures that the site has written Disaster Recovery and Crisis Communication plans that enhance the company's relations with workers, customers, community, media, and the general public. Leads, coordinates, or participates in periodic drills. When called upon, directs crisis communication activities with the assistance of plant management and communications professionals.
Performs and/or coordinates industrial hygiene and environmental sampling and monitors to ensure compliance with governmental regulations and best practices for both safety and environmental regulations.
Develops, implements, and conducts (where appropriate) employee training for safety and environmental regulations as directed by OSHA, TDEQ, EPA, or other appropriate regulatory agencies. Ensures employee understanding, acceptance, and compliance with HEM policies and procedures.
Facilitates communication between all departments at the local site to share safety and environmental best practices and key learnings from AARs, incident investigations and experience. Coordinates communication between all departments at the site and with other plants where appropriate.
Attends weekly EH&S update reviews and appropriate engineering meetings as the EH&S representative. Provides advice and counsel to engineering on the implications of project and process changes concerning environmental permits and the safety and health hazards associated with proposed changes. Ensures that the Chemical Baton procedure is followed between R&D, pilot plant, and the plant.
May be called on to lead lobbying activities to promote HEM's global business objectives.
Manages and directs activities (including reports) from EH&S consultants and contractors. Recommends and ensures the efficient and appropriate use of EHS consultants and contractors.
Provides support, advice, and cross training to other EH&S Managers within HEM and other business sectors within Huber.
May be called upon to lead, guide and direct sector or corporate responsibilities as required. These responsibilities include but are not limited to the Huber Environmental Performance Index, Voluntary Protection Plan, Industrial Hygiene Sampling and Monitoring, Product Regulation, GrassRoots Safety Culture, ISO 14000 and 14001, etc.
Familiar with control technologies applicable to the Etowah, TN site.
Other activities as directed by the Plant Manager or the EH&S Business Unit Manager.
Position Requirements
Education:
Minimum B.A. or B.S. degree, or equivalent education, in Biology, Chemistry, Engineering, or Environmental Science. Advanced degree is a plus.
Certifications:
Certified Safety Professional, Certified Industrial Hygienist, CHMM or in process to achieve certification are beneficial
Experience:
5+ years with progressive responsibility and experience in safety, environmental, production and/or related careers with at least 2 years of management experience (plant safety director/department management).
Implementation of safety or environmental management systems (RC, OSHA, ISO 14000, etc.)
Familiar with EH&S Rules and regulations

Environmental, Health and Safety Impacts of Position: This position plays a key role in ensuring our compliance with environmental and environmental permit requirements. It has the potential to have significant environmental impact. It will play a key role in carrying out tasks specific to environmental compliance, may have an impact on the basis of safety of an operation classed as high risk within the facility. It is imperative that you comply with all training requirements outlined for this position as designated in the Etowah Site EHS Training Plan Matrix.
