Environmental & Communities Manager
Horizonte is currently seeking a suitably qualified individual to lead and support all environmental and social responsibility activities related to the development of the company’s 100% owned Araguaia nickel project in north central Brazil. The position will report directly to the Country Manager for Brazil. The position is based in Brazil at the project office Para State and head office in Belo Horizonte with frequent travel and is ideally suited to a Brazilian National.
Responsibilities
The positions’ responsibilities include management of the environmental and social requirements and public and community relations necessary to successfully complete the ongoing scoping study leading towards a prefeasibility study. This will include ensuring regulatory compliance and environmental permitting, developing environmental and social programs and monitoring, overseeing the social and environmental baseline studies and impact assessment and managing stakeholder relationships. The individual will supported by a team of technicians in the field.
Key specific responsibilities include:
· Ensure all project activities are carried out in an environmentally and socially responsible manner with a consideration to both short and long terms goals and potential impacts, and that meet or exceed the IFC Performance Standards on Social and Environmental Sustainability.
· Oversee the process to ensure all necessary environmental permits are obtained and maintained and that environmental standards are met or exceeded.
· Develop and implement relevant environmental and community management plans and strategies including, but not restricted to stakeholder engagement, local hiring and procurement, social and community investment, emergency/spill response, environmental protection.
· Facilitate effective, early and on-going communication and constructive dialogue with stakeholders. Stakeholders may include project-affected communities, government and local authorities, land and resource users, social organisations, local businesses, NGOs and the media.
· Manage the activities of the consultants conducting social and environmental baseline studies, impact assessments and mitigation and management plans.
· Ensure that the Country Manager and other relevant staff are aware at all times of any social and environmental risks and opportunities associated with the project.
· Produce communications and media materials and represent the Company at community and other events.
· Implement and manage the community feedback and grievance mechanism and respond to concerns of stakeholders including the management of disagreement or conflict.
· Develop and co-ordinate social investment programs to enhance local benefits and participative sustainable development.
· Develop environmental protection programs and manage environmental monitoring
· Ensure environmental and social databases are maintained
· Provide monthly update reports on activities, issues and concerns.
· Provide environmental and communities induction and training to project staff and contractors.
· Ensure that project activities are respectful of human rights.
Stay current in events, policy and legal changes applicable to the environment and community relations and exploration/mining in Brazil.
Qualifications and Experience
· University degree, or equivalent work experience, in Environmental Sciences with experience in Social Sciences, or vice versa. An advanced degree in these or related sciences would be an advantage.
· At least 6 years direct environmental and community relations experience, preferably related to mining.
· Experience of effectively leading and managing people and teams.
· Experience of working in rural areas.
· Excellent communication (written and oral), facilitation and interpersonal skills and experience of working with a broad range of people and groups.
· Good working knowledge of all relevant legislation and international standards
· Computer skills including Microsoft office applications.
· High degree of initiative, self-motivation, accountability, and independent judgment.
· Integrity, respect and solutions-focused with a commitment to respectful, inclusive and sustainable community development.
· Bi lingual Portuguese & English.
· Ability to travel regionally.
