Associate Project Manager
Our Associate Project Manager will:
- Plan, organize, and direct the operation, maintenance, modification, and improvement of one or more water and/or wastewater treatment plants and appurtenant facilities.
- Assist in the preparation of specifications for major equipment and material purchases at Fort Irwin.
- Supervise the connections program to the water and wastewater systems.
- Work with the Project Site Engineer to perform design analysis and construction oversight.
- Assist with the development of pricing efforts in study, design, and construction of water and sewer utilities.
- Be knowledgeable of Federal and State, safety and environmental regulations and implement and enforce safety policies and procedures throughout the project.
- Analyze operational process control procedures, maintenance procedures, and institute changes when necessary to achieve full compliance with all regulatory agency water quality and solids disposal requirements. Inspect facilities, analyze and evaluate O&M functions, review records and data, interview and select new O&M personnel, initiate or recommend new or improved O&M methods or practices.
- Assist the water and wastewater operations teams in trouble shooting and solving operational problems with the utility systems.
- Assist in developing and managing the project financial plan and budget, including the Annual Business Plan, forecasts, invoices, etc.
- Assist with the execution of Periodic Studies to determine the condition of systems and needed improvements.
- Work with all involved business groups to produce a seamless operation and “single face" of CH2M HILL for the client.
- Assist in employee training and development programs to include safety, PEP, SOPs, UPCPs, Emergency Response, Project Execution, and Quality.
- Assume responsibilities of Project Manager in their absence.
- Function on the Program Management Team to benefit the overall Utility Privatization Program.
- Establish cooperative relationships with subordinates, peers, vendors, subcontractors, client representatives, and all others contacted during work assignments. Establish and monitor objectives for subordinate salaried and hourly personnel and performance objectives for treatment plants within his or her responsibility. Perform personnel evaluations and initiate personnel actions such as hiring, discipline, terminations, promotions, etc.
- Prepare monthly reports of O&M and compliance for the client as well as all regulatory agencies, and prepare, review, and approve operations reports and budget requests from subordinate department heads. Responsible for accurate operational records.
- Ensure that all contract elements pertaining to O&M are delivered to meet time, quality, and budget expectations.
- Must be able to lift 50 pounds from floor level to waist.
- Other project duties as required.
- Additional Information: Should be able to obtain and maintain a DoD Security Clearance
Basic Qualifications
- High School Diploma or GED
- 8-10 years’ experience in the operation and maintenance of water or wastewater facilities, five of which must have been at the supervisory level
- Certification at the level required by the State for water and/or wastewater facilities, or the ability to obtain certification within one year of employment
- Excellent verbal and written communication skills
- Understanding of the technical aspects of the utility systems to be managed, including specific treatment processes in operation or planned (EDR and RO)
- Working knowledge of military structure and installation-level organizations, especially Army
- Understanding of federal contracts, procurement and timekeeping requirements
- Excellent knowledge of project finance and accounting principles
- Proficient with Microsoft Office software and basic knowledge of GIS supporting and hydraulic modeling software
- Must possess and maintain a valid CA driver's license
- Preferred Qualifications
- Bachelor degree in engineering or in physical, chemical, or environmental science.
