Utilities Manager
Roles and Responsibilities:
- Primary responsibility for overseeing the utilities and all related infrastructure which serve in excess of 60 different non USS customers.
- Manages and interfaces with the engineers and technicians which operate and maintain:
- The electrical distribution system
- The natural gas distribution system
- The potable water, sewage, industrial service water, industrial wastewater treatment, fire protection and storm water runoff systems
- Federal, state and requisite permit environmental compliance as well as local county and township land development and building codes compliance. This site is under an EPA and PADEP Consent Agreement and has operating permits for air, water, NPDES discharges and solid waste, as well as local land development and building codes permits
- Provides technical assistance in the preparation of regulatory permit applications
- Works closely with USS Environmental, Engineering and Law and outside engineering consultants in regards to all responsibilities
- Interfaces with utilities customers’ engineers in the design and installation of facilities which ultimately are served by the KIPC systems. This includes expansions, improvements, and new tenant facilities; a lead role in advising tenants and owners in the preparation of applications for state and local environmental permits as well as local land development and building permits
- Maintenance of buildings and infrastructure, e.g. roadways and bridges (pot holes, snow removal, grass cutting), rail access, storm water runoff controls (sediment basins, pipes, culverts).
- Process invoices and payments: electrical and natural gas metered quantities; water and sewage metered quantities; O&M service technicians and contractors
- Interfaces with USR staff Accounting and USS Purchasing groups in PO oversight
- Prepares technical specifications, bid documents and purchase orders for acquiring: industrial utilities’ equipment (meter, OCBs, pumps, motors), engineering and technical consultant services, through installation contractors
- Oversees sampling & testing of water treatment
Requirements:
- Minimum BS in Chemical or Electrical Engineering; professional and/or operator licenses preferred
- Minimum 7 years of utilities experience with direct responsibility for reliability of service; 10 years or more preferred
- Demonstrated experience in running industrial water treatment systems
- Demonstrated experience and responsibility for industrial environmental (air, water, solid waste) permit compliance, including sampling, analyses and reporting
- Minimum 5 years directing/managing technical and engineering consultants
