Strategic Sourcing Manager

Description:

  • Develops and oversees strategic sourcing and sourcing strategy for the organization. Specifically organizes and leads cross-functional team(s) to implement, monitor and manage sourcing strategies and initiatives. Leads or conducts spend analysis, needs assessment, benchmarking and business case development. Identifies potential cost savings, spend reduction, supplier consolidation and standardization opportunities. Develops a category sourcing strategy to achieve approved benefits targets. Leads teams through supplier selection and recommendation activities including: qualitative and quantitative analysis, selection criteria, long and short lists, RFI and RFP development and analysis. Provide subject matter expertise while working with business units and senior management in negotiation of vendor contracts.
  • Tracks benefit realization from various sourcing categories and monitors vendor compliance with negotiated vendor agreements as well as internal compliance with sourcing programs. Specifically, provides strategic sourcing tools and best practices to the business units and serves as a subject-matter expert in developing category strategies. Maintains industry and market awareness trends through research and networking. Considers environmental impact of sourcing decisions. Creates commodity specific sourcing strategies to optimize the supply base, diversity spending and total cost of ownership. Achieves category savings and customer satisfaction targets. Addresses and resolves escalated issues. Works with Legal and Vendor Risk Management to identify and mitigate contract risks.
  • Builds and sustains effective business partnerships with internal clients. Maintains a customer focus through communication and understanding business needs. Improves end user understanding and commitment to the corporate Procurement Policy and industry best practices. Works with subject matter specialists to gather and assess business requirements. Monitors and maximizes customer satisfaction using standardized reporting metrics.
  • Leads development, negotiation and management of vendor contracts. Manages vendor performance in collaboration with internal clients to ensure impact of sourcing strategy and internal clients' satisfaction. Implements vendor performance dialogue using scorecards, periodic reviews, etc. Actively manages vendor portfolio and supports internal clients in resolution of major issues with vendors; must be able to develop relationships and interface with senior level supplier representatives to ensure supplier commitment to key programs.
  • Maintains a positive financial posture for program by establishing and monitoring budgets, including variances and projections, routinely monitoring cost analysis activities, and taking appropriate and proactive corrective steps. Drives spend analysis and reporting across all categories, business units and regions.
  • Assumes responsibility for productivity of staff. Maximizes employee performance and professional growth. Specifically, provides vision and direction to function as a cohesive unit; oversees regularly planned meetings; develops staff by evaluating performance, providing coaching, training, and mentoring opportunities.
  • Responsible for internal administrative organization and documentation, including systems and infrastructure for the function. Has ultimate responsibility for completion of necessary administrative activities, such as preparation and maintenance of logs, documentation files, records, reports pertaining to business unit activities, and written Strategic Sourcing Program manuals.
  • Visibly supports [Company]  Injury Prevention and Safety program, the implementation/interpretation of safety programs, and active participation in safety meetings and training sessions. Proactively identifies, and communicates, safety improvements and hazardous/potentially hazardous conditions to maintain a safe and healthy work environment and meet corporate safety standards.

Education:

  • Bachelor’s degree in Engineering/Business/Finance or equivalent combination of technical training and related experience
  • Experience& Industry Expertise:
  • Minimum of 10 years’ experience leading strategic sourcing across direct and indirect spend of at least $300 million
  • Experience with sourcing and cost management in the construction, mining or automotive industries; knowledge of the supply markets for construction and mining in northern and central California preferred
  • Experience supervising others

Specific Job Requirements:

  • Successful completion of pre-employment drug, alcohol, and background investigation
  • Valid Driver’s License
  • Current on all company required safety and regulatory training
  • Ability to preserve confidential and proprietary information and successfully avoid conflicts-of-interest
  • Comprehensive understanding of the end-to-end strategic sourcing process
  • Excellent understanding of the construction industry, particularly in infrastructure/heavy construction
