Specialist/Sr. - EHS, Air Quality

Position Description

  • Position may be filled as an EHS Specialist or a Senior EHS Specialist, depending on the qualifications, skill sets and experience of the successful candidate. 

Primary purpose:

  • Responsible for the air quality compliance of petroleum storage and transportation facilities located in seven western states; reports directly to Manager of Compliance, EH&S.  The work includes preparation of air permit applications/reports and agency responses to support the operations.

Essential duties and responsibilities:

  • Prepare air permit applications and associated reports suitable for submittal to various regulatory agencies. Assist with reporting of breakdowns, variances and deviations and the proper follow up reporting per requirements for facilities permitted in seven western states.  Coordinate compliance related activities and schedules including compliance data collection and submittal of appropriate reports.
  • Responsible for air quality regulatory compliance for terminal operations.
  • Attend agency hearings and workshops for air related issues, testifying on behalf of the company if necessary. Participate in [Company] Technical Work Groups in various EHS disciplines, and communicate requirements for compliance with local, state and federal air regulations to management, operations, engineering and other departments.
  • Review and analyze results of testing and inspections related to air compliance. Advise project permitting, operations, business development and engineering on the need for air related permits and variances.
  • Support preparation of annual budget for air compliance issues and interface closely with immediate staff to ensure department expertise is maintained.
  • Consistently maintain and demonstrate a high regard for personal safety, for the safety of company assets, employees, and the general public.

Position Requirements
Education:

  • Bachelor’s degree in Environmental Science, Engineering or related discipline, or equivalent environmental, engineering or operational work experience.

Experience / specific Knowledge:

  • Requires strong air permitting background of five to seven years in consulting or industry. Work experience should be interdisciplinary and include exposure to pipeline transportation including terminal operations.
  • Candidate must be able to interface effectively with governmental agencies, regulating boards, third parties, contractors and lawyers.
  • Assist in analyzing and evaluating operations and develop and implement corrective action to resolve problems.

Certification, licenses, registrations:

  • A satisfactory driving record as determined by the Company and a current, valid State driver's license are required.
  • If the employee is subject to license or certification requirements or training as stipulated by local, state or federal agencies or the Company, now or in the future, compliance is required under this job description.

Competencies, skills, and abilities:

  • Be able to assist in the development of departmental goals and objectives and to conduct and implement planning activities.
  • Proficiency with computer applications, including Microsoft Excel, Word, Project, and Outlook.
  • Well-balanced interpersonal skills and strong verbal and written communications skills are required.
  • Must be accountable and take direction from Managers, keep required work schedules, focus attention on details, and follow work rules.
  • Organizational skills and the ability to prioritize tasks are essential.
  • Must be a problem solver with the ability to find resolutions.
  • Must be self-motivated and capable of working with minimal supervision and/or direction.
  • Must be flexible and able to work effectively in a team environment and consistently maintain a professional and respectful demeanor/attitude with co-workers, clients, vendors, and regulatory agencies.

Physical demands:

  • Employee must be physically capable of completing and satisfying all training requirements as stipulated by local, state or federal agencies and/or Company Policy.
  • Exposure to smells and fumes associated with refined petroleum products.

Working Conditions:

  • This position has a high degree technical nature and contact with a wide range of governmental agencies at the local, state and federal level.
  • Individual will be required to rotate carrying a pager and must be willing and able to support projects 24 hour per day in case of emergencies.
  • Majority of the work will be conducted from an office environment. Extended periods of sitting may be required for administrative activities.
  • Some car and air travel is required. Must be willing and able to travel, as needed.

Preferred education, experience, certifications, competencies, skills, and abilities:
Above the minimum requirement; not required but advantageous in this position:

  • South Coast AQMD permitting and compliance experience preferred.
  • Previous Title V permit and compliance experience preferred.
  • Knowledge of pipeline operations and liquid petroleum products terminals.
  • Current and proposed legislation and laws/regulations of the local, state and federal governments that affect air related regulatory issues on a company-wide basis.
  • Regulatory experience with air regulatory agencies in CA, NV, AZ, OR, WA and TX.
  • Industry practices affecting overall operations
