Project Engineer (FEL)

Position Summary:

  • Reports to Engineering Manager.  Responsible for the following:
  • Leads the Front End Loading (FEL) definition of staged project deliverables (FEL 1, 2 and possibly 3) and development of plans for engineering activities (scope definition, design, cost estimating, scheduling, fabrication, installation and commissioning).  Integrates the plans into an overall project strategic and conceptual plan.

Essential Functions:

  • Ensure compliance with applicable [Company] HSEQ Performance Standards, as well as applicable acts and regulations. Coordinate early Process Hazard Analysis Review activities.
  • Verify training of staff and contractors in statutory and company compliance.  Ensure all contract personnel have demonstrated competency in utilizing [Company] HSEQ Performance Standards and be registered with BROWZ and TWIC.
  • Lead preparation of Front End Loading (FEL) engineering project proposals including cost estimates and Capital Expenditure Proposal (CEP) development. Develop preliminary sourcing specifications, enhance communications and work closely with plant personnel, turnaround team, purchasing team, IPL’s GMES (Global Manufacturing Engineering Service) team and other engineers to secure high value products and services.
  • Responsible for assisting in planning, scheduling, cost estimating, conducting and coordinating the technical aspects of projects. Leads the process to define project deliverables to meet requirements by ensuring that technical alternatives are proposed and evaluated.  Support process to develop and maintain work breakdown structure. Includes developing schedules and forecasts, coordinating and checking of engineering deliverables as well as providing input to the strategic capital budget and monthly project status reports.
  • Ensure that project business objectives are structured for future project execution and lead the generation and economic evaluation of overall project alternatives.
  • Lead the development of the FEL Plan, preliminary evaluation of risks, and funding strategy.
  • Develop project hand-off package and deliver to assigned Project Engineer and aid in setting up any FEL2 project team organization as required.
  • Lead strategic FEL2 (+/- 30%) budget development for future years, working on approximately 40 to 60 projects for the following year’s budget.
  • Direct consulting engineering firms work in early project definition phases and act as liaison between them, other project engineers and plant.
  • Participate in plant and contractor meetings and resolve any preliminary engineering project issues.
  • Other duties may be assigned within the capabilities of the successful candidate, as determined by management.
  • Decision Making Authority: While on a project the FEL Project Engineer reports to the Project Manager, who has the ultimate responsibility for both the quality of deliverables and effective execution of project assignments.

Major Challenges:

  • Not responsible to ensure the technical accuracy of specific design details in areas where not qualified.  Expected however, to have sufficient technical knowledge and awareness of details to be able to recognize when technical problems are developing.

Requirements:

  • Bachelor's degree in an engineering discipline, preferably Chemical/Mechanical Engineering
  • 5 years minimum project experience preferably in ammonia, chemical, or oil and gas process technology where PSM  is practiced
  • AutoCad highly desirable
  • Excellent computer skills in Microsoft Suite, awareness/experience with the project management FEL function.
  • Understanding of processes, strategies and methodologies, production, working in team environment.
  • Basic understanding of pertinent [Company] financial processes including forecasting and budgeting ability and strong analytical skills.

  • Ability to wear and care for applicable personal protective equipment (such as, safety glasses and shoes, respirator, hard hat and ear protection, safety harness) as required by site-specific requirements
