Senior Program Manager

Duties include, but are not limited to:

  • Review the Program needs, goals, and requirements with the Owner. Analyze the program and prepare an outline Program Approach, setting forth recommendation, which will include management strategies, real estate requirements, budget, schedule, operational needs, and assignment of responsibility.
  • Analyze the Program team requirement and current staff. Recommend a team structure and supplemental staffing as required.
  • Provide an analysis of a site or sites prior to acquisition.
  • Considerations will include: access, environmental considerations, adjacent use, flexibility, expansion, utility availability and other pertinent matters relative to construction, constructability, project cost and schedule.
  • Coordinate review of the Project Approach with architect, engineer and consultants, including program, design standards, budget, schedule, procedures, guidelines, individual roles and responsibilities.
  • Assist in identifying, submitting, and expediting permits and governmental submittal/approval requirements.
  • Review the design drawings and specifications prior to distribution with bid packages. The review will be a check for conformance with the program and will focus on completeness, clarity and coordination.
  • Review the project Manual with the project team to confirm understanding of all systems and procedures including flow charts delineating standard procedures for handling changes to the contract documents, monthly billings, drawing submissions, field changes, punch listing, substitutions, etc.
  • Document the status of the project, all meetings and correspondence as a means to properly communicate within the project team and develop 'project record'. Both are a means of claims avoidance.
  • Assist the project team in the resolution of field problems.
  • Assist in coordinating local and state agency reviews and expediting the Certificate of Substantial completion and Certificate of Occupancy.
  • Assist the Owner and architect in the facility commissioning process, including review of punch list and coordinating the submittal of as-built drawings, operating manuals, guarantees, and warranties.
  • Participates in the development of the strategic plan and related planning efforts to support program initiatives, and to meet Owner's goals and objectives.
  • Develops/Reviews project proposal or plan to determine time frame, funding limitations, procedures for accomplishing project, staffing requirements, and allotment of available resources to various phases of project. ' Coordinates and facilitates user group requirements with the design and construction process.
  • Review and monitor architect's, engineer's and consultant's progress with the Owner's goals, including program, budget, and schedule.
  • Directs and coordinates activities of project personnel to ensure project progresses on schedule and within prescribed budget. ' Reviews status reports prepared by project personnel and modifies schedules or plans as required.
  • Prepares project reports for Owner, management, or others.
  • Coordinates project activities with activities of government regulatory or other governmental agencies.

Basic and Required Qualifications:

  • Minimum years of experience: 15 years
  • Education required: Bachelors, Engineering, Architecture, Construction Management or Finance
  • Skills required: Program Management, Excellent verbal and written communications, healthcare expertise, managed teams, direct client contact.

Additional and Preferred Qualifications:

  • Education preferred: Bachelors in Engineering or Construction Management.
  • Years’ experience preferred: 20 years
  • Skills preferred: Construction Management
  • This position does require travel. Travel amount is negligible.
  • A valid driver's license and clean driving record is required for this position.
  • This position does manage others.
