Our client, a major global mining house, has recently acquired control of major coal mining operation in Mozambique. There are currently two major projects underway: one is due to produce first coal in early 2012, and the other project is at studies stage. In addition, more projects are in the pipeline. The establishment of a railing and port operation is critical in delivering the business plan. Both aspects are currently work in progress.  Coal will be loaded at the mine-site and transported about 600km to the port.  Both rail and port developments involve cooperation with other mining companies and government agencies.
 
They are now seeking a highly qualified and motivated individual to join the team in that has been established to align and optimize management of the mining operations to shipments in the role of Manager Rail Operations. In this role you will ensure that all teams operate through the provision of competent drivers, car examiners and support teams, for the effective and safe operation of the integrated logistics chain and associated services in accordance with all production, safety, environmental and statutory requirements.
 
Key responsibilities will include:
  • Complete the annual planning process to ensure operational plans are in place to meet growing targets;
  • Interact with external railway consultants;
  • Ensure all data on management information systems and control systems is accurate and timely;
  • Communicate with other Rail Supervisors and stay abreast of regional and international best practices;
  • Monitor the logistics processes to identify possible problems or risk areas to rail operations and schedule corrective actions;
  • Proactively identify risks and threats to the Rail Department and suggest / implement solutions;
  • Prepare and manage Operational capital and operating budgets to achieve business outcomes;
  • Oversee quality of work and conduct regular inspections;
  • Assist Logistics Manager in annual productivity, maintenance and budgetary planning;
  • Evaluate and act on, where necessary, performance efficiencies and safety in terms of staff, equipment, rolling stock, infrastructure and operating procedures;
  • Ensure operating staff are trained and certified competent for the particular duties to be performed;
  • Review plans and update work expectations and targets of staff;
  • Select suitable staff to the department via interviews in terms of job profiles;
  • Identify staff suitable for further training;
  • Annually develop HR performance standards and efficiencies and align;
  • Support and participate in the training and development of staff;
  • Monitor the department's service levels and maintain to customer standards;
  • Hold fair disciplinary and grievance inquiries;
  • Ensure adherence to safety policies and engineering specifications;
  • Lead employee involvement in HSE improvements and hazard reporting.
 
To be considered for this role you will possess:
  • Tertiary qualification in Engineering or Business Management;
  • High level of technical expertise across a range of railway operating and technical disciplines;
  • Significant experience in the bulk materials handling sector or related industry, particularly related to an operational work environment;
  • Experience in leading safety improvement, including high level incident investigations;
  • Previous experience in leading large, diverse teams;
  • System design and implementation (desirable);
  • Mining processing, maintenance, rail industry, port operations, or marine experience (desirable);
  • Fluency in either English or Portuguese (Good English skills required if not a first language).
