Project Manager

 Duties/Responsibilities:

• Reporting to the Vice President, Engineering, organize and provide project management for projects including plant upgrade and maintenance, infrastructure and new customer connections including the following activities:
• Participate in the capital budget process including preparation of budget estimates for proposed projects
• Select consultants and monitor their work.
• Review designs prior to implementation.
• Establish project scope
• Administer various types of contracts for design, supply and installation.
• Ensure that all expenditures are approved. Report all contractor expenditure commitments monthly for accounting accruals.
• Obtain required permits from the city including gaining approval for street work from all utilities through the Public Utility Coordinating Committee of Toronto.
• Review submissions from other utilities and recommend changes or approval after checking for any interferences with Company services
• Organize or perform requests for quotations for work
• Review tendered prices and negotiate with the contractors. Issue purchase requisitions with supporting documentation.
• Prepare contract documents for work including purchase orders, CCDC contracts and target price contracts.
• Coordinate all work in customer locations with the building authorities.
• Follow all required processes in buildings for work times, noise, safety
• Monitor contractor safety from the owner’s perspective
• Perform all required inspections to ensure required quality is built into all projects.
• Ensure specialty inspections are done and obtain copies of all documentation.
• Ensure all changes are approved prior to work being done
• Review invoices and recommend for payment
• Assemble all project documentation in the project file including the assembly of operating and maintenance manuals and submit to data center and operating unit at completion of project.
• Obtain concurrence from the appropriate chief and turn over completed projects.
• Attend at site regularly to ensure conditions, quality and scope are in accordance with the contract requirements.

Deliverables:

• Completed projects that meet the initiating requirements as judged by the end users
• Long term quality of the workmanship judged by maintenance needs after turnover
• Schedule adherence
• Controlled costs with any extras well justified and approved
• An excellent safety record by all contractors meeting requirements at any time
• Satisfied customers for new connections as known to customer relations section
• Technical assistance provided as requested

Qualifications:

• P. Eng in Ontario
• Minimum 10 years related experience in design, project coordination and project management.
• Utility or municipal experience would be an asset
• Steam, power plant, building construction or operation would be an asset
• Must have good ability to work with multiple contacts at various organizational levels including senior customer personnel
• Must have the ability and interest in spending significant amount of time in field locations including some requiring ladder access in a hot environment.
