Procurement Manager [ FIDIC ]

An exciting opportunity exists at a mining project office for a Procurement Manager to lead on the contract and procurement process for high value, high risk contracts/ procurement, within a range of categories to ensure best value is obtained. This is a fixed term contract until Jan 2013. The Manager will be required to develop and maintain a co-ordinated approach towards procurement

Minimum Requirements

  • Degree in Supply Chain Management / Procurement or equivalent
  • FIDIC knowledge and experience

Job Specification

Key Performance Areas

  • Administer and adhere to the tender process, to drive best economic value in terms of the procurement policy
  • Prepare all the procurement documentation for quotes
  • Implement systems and processes for acquiring goods and services
  • Lead on the contract and procurement process for high value, high risk contracts/ procurement, within a range of categories to ensure best value is obtained. This includes providing professional advice and support regarding the design and preparation of specification for tenders and contracts, evaluation, drafting terms and conditions, awarding and monitoring within the context of financial regulations.
  • Monitor and evaluate procedural compliance to procurement policies 
  • Effectively manage and monitor service, operating agreements and contracts in line with agreed priorities. Investigate and take appropriate action when dealing with breaches of service levels/agreements, which includes the management of financial penalties where appropriate.
  • Manage the review of existing contracts and Service Level Agreements to ensure that the contract provides best value. Negotiate Terms & Conditions for the renewal of contracts
  • Administer tender processes
  • Conduct and maintain market assessment to source suitable suppliers
  • Obtain quotations and proposals according to specifications and/or terms of reference
  • Prepare the RfP/Bid procurement files
  • Purchasing of goods and services
  • Maintenance of accurate and effective purchasing records
  • Ensure timeous receipt of goods (expediting)
  • Ensure supplier conformance to the companies standards
  • The execution and oversight of operational purchase activities
  • Receipt of purchase orders, ensuring correct completion of Purchase order
  • Ensuring correct signatures have been added to Purchase Order
  • Dealing with Suppliers
  • Ensure that approved suppliers list is maintained at all times
  • Experience in contract tendering and contract maintenance
