Description and Desired Qualifications

  • [Company] provides support to the air quality compliance mission at Tinker AFB. This support includes technical assistance to Tinker AFB to help ensure that the base remains in compliance with all applicable state and federal air quality regulations. Support includes response to information requests from the Oklahoma Department of Environmental Quality (ODEQ) related to permitting and compliance actions and decisions pursuant to the Clean Air Act Amendments (CAAA) promulgated regulations. One full-time air quality compliance professional will be required to provide on-site support at Tinker AFB. You should be a self-motivated professional with a minimum of 2 years demonstrated experience as Air Quality Engineer or Scientist in an industrial environmental consulting environment, and a desire to grow personally as well as professionally with each Air Quality Specialist job.

Our Air Quality Specialists :

  • Provide support for Title V air quality operating permit compliance with existing and proposed National Emission Standards for Hazardous Air Pollutants (NESHAP) air quality regulations, which require application of maximum achievable control technology (MACT).
  • Staff will also provide support by assessing compliance requirements for ozone depleting substances (ODS). Collect process-specific and material-specific information from 72 ABW/CEAN, Base unit environmental coordinators (UECs), and other Tinker AFB staff.
  • Fill in information gaps in all instances, when possible, where information essential to the completion of this Task Order (TO) is not readily available through existing 72 ABW/CEAN references and data sources.
  • Perform shop visits as necessary to collect appropriate data. Collected data will be validated for emission calculations and/or compliance demonstrations, perform data entry into Tinker AFB databases, and summarize collected data for use in presentations and reports.
  • Conduct evaluations of Tinker AFB shops and emission sources to assess compliance status with applicable air quality regulations. These evaluations will be conducted on both a scheduled and unscheduled basis and coordinated with 72 ABW/CEAN.
  • Provide technical updates for air compliance activities. The technical updates will include descriptions of each affected emission unit and a general description of the needed change(s).
  • Will be full-time (5 days per week; 8 hours per day during normal business hours). For cost assumptions, it is expected that this position will require a maximum of 1,880 hours. No overtime is required.

Deliverables

  • Deliverables for this task include technical memoranda, data summaries, meeting agendas, and meeting summaries. In addition, a weekly summary of activities will documented and provided to [Company] project manager (an activity report format will be provided).

Basic Qualifications

  • BS/MS degree in environmental engineering, environmental sciences, or related degree.
  • Minimum of 2 years of experience performing air quality compliance evaluations or other relevant experience.
  • Knowledgeable of air quality regulations (Federal and Oklahoma Department of Environmental Quality) including Aerospace, Industrial Boiler, Halogenated Solvent Cleaning, and other applicable NESHAPs.
  • Experience performing air quality compliance assessments in an industrial environment or related experience.
  • US citizen and ability to obtain a USAF contractor identification badge.
