Project
- This position is based in our Federal Way, WA office. It is a full-time position that will require some overtime and travel. Participation in the qualification and proposal process as well as the development and maintenance of our marketing resources will be the main focus of this position.
Tasks
- Primary responsibility will be the management of the development and delivery of persuasive responses to government Requests for Qualification (RFQ) and Requests for Proposals (RFP). Secondary responsibilities are to educate colleagues in what it takes to develop winning responses and to assist in development and maintenance of marketing resources to support the RFQ and RFP process. This position will allow the participation in an ever increasing independent role in the entire proposal process.
- The proposal manager will seek to integrate the various teams supporting a pursuit, including the project sponsors, and the design and estimating teams, so that the submitted technical document is the most responsive and compelling. This person will have responsibility for managing the entire proposal process, including: knowing the requirements; developing compliance matrices; scheduling the proposal effort using a suitably sized and experienced team; participating in kickoff meetings; win strategy, brainstorming, and review sessions; reviewing and approving section outlines and drafts; and the preparation and production of the final proposal.
- Additional responsibilities include working with subject-matter experts to gather technical information to persuasively respond to section requirements. This will be done in group meetings and one-on-one interviews. Coordination with a variety of team members will be necessary throughout the development of the proposal to ensure that the pursuit milestones are met.
- The effort necessary to produce and publish the proposals will require the adherence to a style guide and specification formatting requirements; proof reading and editing text to ensure good grammar; punctuation; and syntax and synthesis of sections. Graphics development to support the proposal’s key messages will be required and will include photos, charts, graphs, and exhibits. Final proposal production efforts entail desktop publishing, working with style guides, copying, creating covers, spines, table of contents, electronic files, and packaging materials for delivery according the RFQ and RFP.
Requirements
- 10+ years’ experience managing and developing multipage, technical documents is required. Experience in the following area is a must: the development and production of high quality deliverables, such as letters of intent, statements of qualification, and technical proposals. Management experience leading a team to develop a win strategy, proposal thesis, and specific content in response to RFQ and RFP requirements is a must. Experience in large government proposal administration and writing with an emphasis on the design-build industry and construction industry is desired. A Bachelor’s degree in English, Journalism, Marketing, Engineering, or related field is desirable.
- Solid organizational skills with a high level of focus on detail and quality are a must. This person must be able to do well working independently and within a changing team structure. Work must be completed within strict deadlines and must comply with all mandated specifications. This position will benefit greatly by the candidate’s ability to effectively research available resources and interview subject matter experts to identify winning proposal strategies.
- A strong grasp of the English language is expected with demonstrated superior communication, writing, editing, and proofing skills. The successful candidate will possess the following personal attributes: the ability to manage multiple assignments to completion while being attentive to detail and quality; independent, self-motivated, results-driven, well-composed, ability to think strategically, inquisitive by nature, and a strong work ethic.
- The ideal candidate will have experience with Microsoft Office 2007 suite, the Adobe Creative Suite, as well as graphics design knowledge.
