Horizon Oil Sands
Horizon Oil Sands is an exciting part of our growth.  Full production capacity for Phase 1 is 110,000 bbl/d of fully upgraded, light, sweet synthetic crude oil.  We will see incremental production gains throughout the completion of future expansion and debottlenecking, with targeted full facility capacity of approximately 250,000 bbl/d.  Further phases of expansion will bring the ultimate capacity to 500,000 bbl/d.

This position is based in Fort McMurray, Alberta and is eligible for:
• Relocation to Calgary or Fort McMurray

THE OPPORTUNITY:
Our Horizon Oil Sands operation is expanding with project spending for 2012 forecasted at approximately $1.55 billion with future projected spending of approximately $2 - 2.5 billion each year for the next several years.

The Technical Safety Engineer will direct and coordinate the full risk control effort by interfacing closely with operational oil sands units. The principal area of focus is on assessing technical process and engineering risks in the context of protecting people from injury or illness as well as protecting processes, facilities and the environment from loss exposures via Process Hazard Analyses (PHA). The Technical Safety Engineer role includes physical effects modeling, supporting process safety incident investigations, and participating in process safety initiatives.

HOW WILL YOU MAKE YOUR MARK?
• Participate in the Management of Change (MOC) process by facilitating Process Hazard Analysis (PHA) including ‘what if?’ and Hazop methodologies
• Participate in operational support meetings including operational excellence initiatives and process safety incident investigations
• Provide operational fire protection expertise meeting the National Fire Protection Association (NFPA) Codes/Standards and Insurance Guidelines
• Provide technical safety engineering support to meet CNRL loss prevention standards as well as standard industry practice
• Provide day-to-day support to operational engineering teams on risk control issues

QUALIFICATIONS:
• Typically 8+ years of related industry experience with an Engineering Degree (process Engineering would be an advantage)
• Registration or eligibility for registration with APEGA
• Familiarity with and understanding of:
   o Fire protection, including water based systems
   o Meeting standard industry practice as well as National Fire Protection Association (NFPA) Codes/Standards and Insurance Guidelines
   o Risk engineering, commercial insurance or in a related risk engineering discipline such as process safety
   o Leading busy multi-disciplinary meetings
   o Alberta Building Codes
   o Alberta Fire Codes
   o blast resistant design
   o building hazard assessment
