National Equipment Manager



Aggregate Industries is an environmentally responsible producer of high quality, aggregate-based construction materials in the United States and United Kingdom.  Our company operates regional businesses, along with our US Corporate office in Rockville, MD.  

GENERAL PURPOSE OF THE JOB:

The National Equipment Manager will be responsible for providing fleet data and support to allow for improved purchasing schedules and contract negotiations. This individual would also provide analysis to further ensure effective utilization and tracking of all on road and off road wheeled/tracked vehicles and equipment. This must be accomplished in a manner which minimizes life cycle costs.  Based on the life cycle analysis results, he/she will also be responsible for the scheduling disposal of all vehicles and equipment.  The candidate will also provide oversight on the maintenance and warranty schedules as well.  Position based in Rockville, MD.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Develops, installs and maintains systematic procedures of preventative maintenance for vehicles and equipment.
  • Participates in development, implementation and maintenance of policies, objectives, short-and long-range planning; develops and implements projects and programs to assist in accomplishment of established goals.
  • Leads the effort to review and select a standard U.S Equipment Management Information System (EMIS), a computer system tracking all pertinent vehicle and equipment information. Once selected, this individual will be responsible for the integrity of the data within the system.
  • Oversees activities, vendors, and supplies; administers and monitors contracts for compliance and controls costs.
  • Analyzes and determines the appropriateness of buying, renting, leasing, or transferring vehicles and equipment.
  • Support maintenance activities at facilities and ensure that vehicles and equipment assigned to the sites are allocated and deployed in a manner that minimizes work delays and associated labor costs. 
  • Establish and maintain accurate values for the US fleet.
  • Development and implementation of fleet performance metrics.
  • Establish and standardize vehicle and equipment replacement policies including leasing and buying.
  • Review and determine the management and effectiveness of existing spare parts inventories.
  • Responsible for communicating all new corporate fleet programs to Regional management.
  • Directs the operation of the Equipment Management Information System (EMIS), a computer system tracking vehicle and equipment maintenance, cost and repairs. Oversees activities, vendors, and supplies; administers and monitors contracts for compliance and controls costs; performs quality control inspections to ensure adherence to contract specifications and industry standards.
  • Development and implementation of fleet performance metrics
  • Development, management, and communication of warranty programs.
  • Development and oversight of preventative maintenance programs and policies.

 

EDUCATION AND/OR EXPERIENCE:

  • Bachelor degree in Business, Engineering related field, 5-10 years experience in managing a fleet program that includes both on and off-road wheeled and tracked equipment and familiarity with applicable requirements for vehicle procurement
  • The incumbent must be able to foster a proactive culture regarding fleet-related issues. 

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

  • Knowledge of economic practices in acquisition and disposal of vehicles and equipment.
  • Knowledge of Financial models and accounting practices and budget preparation and administration.
  • Fleet and equipment ANSI, OSHA, FHWA, and EPA rules and regulations
  • Knowledge of the principles, methods and practices pertaining to the management of equipment maintenance.
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Knowledge of planning and scheduling techniques.
  • Skill in the use of computers, preferably in a PC, Windows-based operating environment.
  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Ability to analyze and interpret financial data and prepare financial reports, statements and/or projections.
  • Ability to develop, plan, and implement short- and long-range goals.
  • Skill in organizing resources and establishing priorities.
  • Ability to develop and maintain recordkeeping systems and procedures.
  • Knowledge of federal, state, and local codes and ordinances pertinent to automotive and maintenance area.
  • Ability to coordinate quality assurance programs in area of specialty.
  • Knowledge of contract documents and specifications.
  • Ability to analyze budgetary expenditures for compliance with approved budget.

LANGUAGE/ Communication SKILLS:

  • Ability to read, analyze, and interpret the most complex documents
  • Ability to write presentations reports and articles using original or innovative techniques or style.
  • Ability to give effective and persuasive presentations on controversial or complex topics to top management, public groups, and/or boards of directors.

REASONING ABILITY:

  • Individual must have the ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Other Skills, Abilities & Qualifications:

  • Must be computer literate (Excel, Word, Power Point, MS Outlook, Access, web based programs)
  • Must be able to multi-task several large projects, be well organized, detail oriented, and work well under pressure.

PHYSICAL DEMANDS:

  • Individual must be able to lift and move file boxes, walk/maneuver through rough terrain, and be able to endure the physical demands relevant to local and national travel.

 WORK ENVIRONMENT:

  • This job will be a combination of inside office work and outside filed work consisting of site visits to the various company facilities
  • Work may involve moderate exposure to unusual elements, such as extreme temperatures, dirt, dust, fumes, smoke, unpleasant odors, and/or loud noises.

Travel:

  • Job will require extensive travel to all of the US regions as deemed necessary by management to fulfill the job responsibilities as set forth above.

Additional:

  • Candidates with Heavy Equipment negotiation experience and/or candidates experienced in equipment management in the construction, mining industries are encouraged to apply for this position.
