The problem consists of a reported explosion with smoke coming out the return airways. The ventilation controls have been destroyed, 16 miners are unaccounted for, and the mine is located in a remote area. Company, state and federal inspectors, state and local police representatives, local emergency personnel, and a state life flight helicopter are used in the simulation.
